Julie Arter is an American ultrarunner from Tucson, Arizona, with a racing history stretching back to the 1990s and more than 75 results logged in the UltraRunning Magazine database. She finished the 1997 Leadville Trail 100 in 28 hours, 33 minutes. She is also remembered as one of the supporting figures of Hardrock 100's early years: featured in Trail Runner Magazine's 'Veterans of Hardrock' retrospective for pacing eventual five-time women's champion Betsy Kalmeyer, in an outing memorable for a moment when Arter's shoe was pulled off in the race's notorious mud and her feet were so cold she didn't notice until she had already walked on without it. She was also credited as a photographer at the 1999 Hardrock 100, capturing Kalmeyer's victory alongside pacer Dick Curtis.
